Providence Clinical Program Manager in Beaverton, Oregon

Providence is calling a Program Manager - Behavioral Health who will:

  • Plan, direct and coordinate the cross collaboration of the behavioral health program function which includes diverse and complex projects, initiatives, process improvements, strategic project development and quality improvement activities. The program functions include the areas of Utilization management, Case management, Quality management, Member Services, Service Administration, IT, and Digital Health

  • Facilitate collaboration and accountability for the BH provider relations teams

  • Assume shared responsibility in escalations around customer and stakeholder concerns and complex member complaints and grievances in relation to behavioral health

  • Manage and provide oversight for the external BH vendors

  • Have primary responsibility for coordination between BH external partners and the internal BH program functions.

  • Managing multiple conflicting priorities and interacting with leadership and external vendors to effectively meet deadlines and outcomes

  • Demonstrating good judgment, sound decision-making, flexibility and agility while staying calm under pressure

Primary Responsibilities:

  • Oversees the activities of cross organization functions to ensure work is aligned to the Behavioral Health Strategic Plan and Integrated Clinical Model

  • Manages complex projects and programs including: implementation of new programs and initiatives, quality improvement, and strategic initiatives

  • Manages and provides oversight for external BH vendors including: Service Level Standards, Key Performance Indicators, and Performance Guarantees/Measure. Has primary responsibility for coordination between BH external partners and the internal BH program functions

  • Facilitates change, change management, and process improvement opportunities internally and with external partners that increase quality member experience, and ensure effective and efficient operational outcomes

  • Acts as a liaison with BH network internal and external provider relation teams for collaboration and accountability

  • Works with managers, directors and staff to ensure timely resolution of escalated issues around stakeholder and customer concerns in addition to complex members' complaints and grievances that are not getting resolved through standard processes

  • Develops and implements benchmarks and metrics in support of improved quality and process design

  • Reviews all regulatory and compliance audit findings related to BH where there are identified gaps or process improvements needed and ensures action plan to address findings

  • Facilitates operational assistance for audits; provides vendor oversight for audit needs and assists with corrective action

Additional Responsibilities:

  • Inform through data and presentations senior and executive leadership, management, and individuals in various parts of the organization components of the Strategic Plan, Clinical Model and quality improvements to work toward successful outcomes

  • Serve on BH related committees and collaborations

  • Prepare, analyze, and summarize quarterly department and operational areas performance for external partners and internal BH program functions

Required qualifications for this position include:

  • Bachelor's Degree in a related field

  • 5 years' experience in health plan administration, service operations, or a behavioral health clinical field

  • High level individual contributor or leadership experience building relationships with key stakeholders, department managers, and executive management

  • Experience facilitating complex decision making and problem-solving among multiple executive stakeholders with different interests and priorities

  • Experience in project implementation for new products, solutions, or business
