Providence Health & Services Principal Labor Relations Consultant PSJH in Portland, Oregon
Providence St. Joseph Health is calling a Principal Labor Relations Consultant to our location in Portland, OR.
We are seeking a Labor Relations Consultant (LRC) to be an expert member of the HR team. The LRC is responsible for serving as a strategic labor consultant to local HR and operational leaders who face organizing activity where subject-matter expertise is needed. The role includes facilitating and recommending best practice approaches to labor and employee relations, adherence to HR policies, compliance with regulatory and policy requirements, investigation guidance, and making recommendations for workplace environment improvement. The LRC maintains labor related HR metrics and dashboards and reports to other HR professionals so actions can be aligned with findings. This role performs all duties in a manner which promotes teamwork and reflects the Providence St. Joseph Health mission, values and philosophy and the values of the human resources division.
Key Areas of Focus:
Provides pro-active consulting expertise for labor relations concerns.
Collects, analyzes, interprets and prepares reports on labor activity.
Uses facts and data to interpret and trend information for local operational and HR leaders to make effective business decisions regarding labor relations and employee relations.
Designs and provides support to field HR on administration of labor education and information campaigns for caregivers.
Provides recommendations and guidance to manage and improve stakeholder engagement efforts.
Provides guidance on and facilitates labor relations training programs.
Mentors other members of the team.
Partners with field HR business partners and HR directors to drive appropriate communications.
In this position you will have the following responsibilities:
Analyze ministry/business needs and act quickly to generate alternative approaches and recommendations for labor relations strategies
Provide long-term and broad views regarding labor implications of business decisions
Partner with local HR, business leaders and the Labor and Employment Counsel to plan and review labor relations strategies and communication plans to attain goals.
Analyze and interpret HR data and other data sources for trends and opportunities.
Advocate fair & appropriate workplace practices in accordance with our mission, values and legal parameters.
Promote and utilize HR technology, metrics, and systems to support the overall needs of the business. Collaborate with local HR and others if new tools are needed to ensure customers are provided trend reports and analytics in the most efficient manner
Partner with local HR or HRCs to assist with environmental and vulnerability assessments when needed.
Collaborate with local HR to provide consultation to managers on mitigation strategies.
Assist in training and education to all levels of the organization.
In conjunction with Labor/Employment Counsel, may serve as a labor relations consultant and analyst in preparing for labor relations training and vulnerability assessments.
Collaborate with Labor/Employment Counsel to prepare for and support collective bargaining negotiations and contract implementation.
This position requires extensive travel (more than 50% of time) and ability to travel with 24 hour notice.
Required qualifications for this position include:
Bachelor's degree in human resources, business or related field or equivalent experience in lieu of degree and SPHR/PHR certificate.
8 years of experience at an exempt level as an HR Strategic Partner or HR Consultant.
8 years of Multi-site/location, multi-line of business, and/or integrated health system experience.
Knowledge of labor relations and employee relations principles, including federal and state laws, company policies, and collective bargaining agreements.
Seasoned understanding of human resource management programs and their interrelationships. Appropriately understands and applies policies and procedures on day to day issues.
Ability to interpret and administer collective bargaining agreements, draft defensible grievance responses, identify potential unfair labor practices, and negotiate the contract renewal process.
Advanced experience in one or more of the following specialty areas: labor relations, ADAAA, Leaves of Absence, Affirmative Action, mediation, or OD.
Analytical computer skills to operate a PC and use common office software, databases and HRIS. Proficient in MS Office suite.
Demonstrated experience with facilitation and mediation skills. Knowledge of structured meeting procedures.
Preferred qualifications for this position include:
- Consulting experience highly desirable.
